Effective from today! An anti-dumping rate of 86.01% has been implemented. 18 Chinese aluminum profile enterprises have been included in the list.

On August 17th, the US Department of Commerce issued a notice, stating that in the anti-dumping administrative review of these 18 Chinese aluminum profile enterprises, as they failed to prove their eligibility for "separate rate", they were classified as "China-wide entities" and uniformly applied the 86.01% anti-dumping rate. This ruling takes effect on August 17th, 2026.
 
The review period for this administrative review was from May 1st, 2024 to April 30th, 2025. In the previous preliminary ruling, the US Department of Commerce had already pointed out that none of the 18 companies under review could provide the necessary documents to prove their eligibility for "separate rate". Since no interested party raised objections to the preliminary ruling result during the subsequent comment period, the US Department of Commerce ultimately upheld the preliminary ruling and included these 18 companies in the "China-wide entity" category.
 
The complete product range covered by the Anti-Dumping Order (issued on May 26, 2011, 76 FR 30650):
 
1. The covered aluminum materials (alloy grades) include extruded profiles whose aluminum corresponds to the series codes starting with 1, 3, and 6 in the Aluminum Association. 1 series (e.g. 1350): aluminum content by weight is not less than 99%. 3 series (e.g. 3003): manganese is the main alloy element, with manganese content not exceeding 3.0% of the total weight. 6 series (e.g. 6060): magnesium and silicon are the main elements. Magnesium content is between 0.1% and 2.0%; silicon content is between 0.1% and 3.0%.
 
2. The covered shapes and forms include but are not limited to: hollow profiles, solid profiles, pipes, pipes, rods, bars. Products after extrusion and drawing are also included.
 
3. The covered surface treatments and processing states
Surface treatment: including but not limited to polishing, sandblasting, polishing, anodizing (including bright immersion anodizing), liquid spraying, powder spraying. Further processing: including but not limited to fixed-length cutting, machining, drilling, stamping, slotting, bending, stretching, embossing, reduction, beveling, chamfering, tapping, spinning. Even if the above coatings, surface treatments or processing have been carried out, as long as they meet the definition, they still belong to the involved products.
 
4. The covered components, components (parts) imported when described as final products (such as window frames, door frames, solar panels, curtain walls, furniture), if they meet the definition of aluminum profiles, still belong to the involved products. Sub-components: parts assembled by welding or fastening components, belong to the involved products (unless imported as the "finished kits" as described below). However, non-aluminum profile components in the sub-components do not belong to the involved products.
 
5. Clearly excluded aluminum types (material exclusions): Products of the following aluminum series are not subject to taxation: 2 series: copper content exceeds 1.5% (by weight). 5 series: magnesium content exceeds 1.0% (by weight). 7 series: zinc content exceeds 2.0% (by weight).
 
6. Clearly excluded fully assembled finished products: Finished products imported that have been fully and permanently assembled, such as: finished window products with installed glass; finished door products with installed glass or vinyl (Vinyl); finished picture frames with glass panels and backboard materials; finished solar panels. These finished products contain aluminum profiles, but as they have been fully assembled into final consumer products, they are excluded.
 
7. Clearly excluded "finished kits" finished kits imported in an unassembled form are excluded. Strict Definition: This kit must include all the parts necessary for assembling the final product when imported, and no further processing or manufacturing (such as cutting, stamping) is required after import, and it can be directly assembled "as is". Important Limitation: Only if the packaging includes screws, bolts, etc., which are sufficient to make the product be recognized as a "finished kit" and be excluded.
 
8. Other excluded products: Cast aluminum products that are not produced by extrusion process, with aluminum alloy grades having decimals (such as 208.0, 356.0, A380.0, etc.). Pure unforged aluminum. Specific compressible tubular containers: Must simultaneously meet the material of 1080A, length of 37mm or 62mm, outer diameter of 11.0mm or 12.7mm, and wall thickness not exceeding 0.13mm.
 
9. Detailed exclusion rules for heat sinks according to ITC ruling: Only finished heat sinks (Finished Heat Sinks) are excluded. ITC classified heat sinks into three levels: (1) Heat sink blanks (Heat Sink Blanks): Full-length aluminum profiles used for producing finished heat sinks, belonging to pre-processing and pre-testing input products. Still within the tax scope. (2) Fabricated heat sinks (Fabricated Heat Sinks): The blanks have been cut to specific lengths, precision machined or otherwise manufactured to the final specifications, but have not undergone thermal performance tests, have not been assembled onto other materials, and have not been packaged. Still within the tax scope. (3) Finished heat sinks (Finished Heat Sinks): Designed and produced with specific thermal performance requirements and have been fully tested and meet thermal performance specifications. Only at this stage are they excluded from the tax order. The US customs codes of the products mainly include: 7604.21.0000, 7604.29.1000, 7604.29.3010, 7604.29.3050, 7604.29.5030, 7604.29.5060, 7608.20.0030, 7608.20.0090. Other chapters that may be involved (as components): 7610.10, 7610.90, 7615.19, 7615.20, 7616.99, as well as evaporator coil types (8418.99.80.50, etc.).
